With a capacity of 5,000 MW, with a foreign alliance led by “Urbacon Holding”
Today, the Ministry of Energy of the Syrian Arab Republic signed the final concession agreements to build and operate eight new power plants with a total capacity of 5,000 megawatts, with the international consortium led by “Urbacon Holding” through its subsidiary, Urbacon Concessions Investments, and in partnership with Calyon G. any. AS. Energy Company, Genghis Energy Company, and Power International Corporation of America. This signing comes as part of a package of Qatari projects in Syria and an extension of the memorandum of understanding that was signed on May 29, 2025, which established the general framework for strategic cooperation in the energy sector, and laid the practical foundations for the start of the rehabilitation and development phase of the electrical infrastructure in the country. During the period that followed the signing of the memorandum of understanding, engineering and technical preparatory work was completed, including a field survey of station sites and conducting the necessary technical studies, to ensure the immediate start of work.
The agreements were signed at the headquarters of the Ministry of Energy in Damascus between the Minister of Energy of the Syrian Arab Republic, Engineer Muhammad Al-Bashi, and the President of Urbacon Holding Company, Ramez Al-Khayyat, in the presence of representatives of member companies within the coalition, and officials from the Ministry, the Syrian Energy Company, and the Syrian Electricity Company, in a step that reflects the transition from the stage of contractual, technical and financial arrangements to the stage of direct implementation on the ground.
These final contracts include the construction and operation of four power plants operating with highly efficient combined cycle technology and relying on natural gas as the main fuel, which are: the North Aleppo Power Plant with a capacity of 1,200 MW, the Deir ez-Zor Power Plant with a capacity of 1,000 MW, the Zayzoun Power Plant with a capacity of 1,000 MW, and the Mharda Power Plant with a capacity of 800 MW.
In addition, the contracts include the implementation of solar renewable energy projects with a total capacity of 1,000 MW distributed over four sites, including: Wadi Al-Rabi’ station with a capacity of 200 MW, Deir ez-Zor station with a capacity of 300 MW, Aleppo station with a capacity of 300 MW, and Homs station with a capacity of 200 MW.
These projects will be implemented using the latest advanced technologies in terms of performance, efficiency and reliability, in addition to taking into account the highest international standards related to the environment and public safety according to a standard time schedule and entering into service sequentially.
This project represents a pivotal stage in the process of rehabilitating the energy system in Syria and advancing economic growth, as the availability of stable electricity is a basic condition for the return of factories and production lines to work with full efficiency, and for the establishment of new industrial, agricultural and commercial projects. This also contributes to reducing operating costs, improving the business environment, and increasing the competitiveness of local production and export, which encourages internal and external investments and supports the diversification of the national economy in the long term.
It is expected that these projects will contribute to securing tens of thousands of direct and indirect job opportunities during the construction and operation phases. The stations’ reliance on modern and advanced technologies will allow the qualification and development of national cadres to work on these systems, thus enhancing local technical capabilities and contributing to the sustainability of the sector and the localization of knowledge in the field of energy.

These projects will represent the basic foundation and main source of economic and social growth, contributing to achieving sustainable development, and providing a solid foundation for raising the efficiency of the productive and service sectors, improving the investment environment, and enabling sustainable economic growth in the coming years.
